How to give the Secours Catholique’s advocacy work a greater foothold in a more encompassing participative democracy approach?


17Against the background of the many social reforms led by the government, the Secours Catholique-Caritas France is taking action to build a more equitable and inclusive social welfare system. This approach, firmly grounded in the Secours Catholique-Caritas France National Advocacy Project, aims to raise the awareness of communities, players and elected representatives with regard to a new social welfare system more suited to the changes in French society.

What we did 

Proches guided the Secours Catholique-Caritas France through a democratic consultation process, providing advice and expertise to promote this project in public debate. Staff at Proches and the Secours Catholique-Caritas France worked together to launch a big national survey on a participatory platform, in January 2008 The goal of this survey was to motivate the Secours Catholique’s internal network, but also to raise awareness among the general public to identify people’s daily experiences and the challenges of social welfare. At the same time, to publicize it and promote strong involvement, we implemented a digital strategy on the social media aimed at influencers and opinion leaders, suggesting they become campaign “ambassadors”, increasing the number of contacts.


The survey results fed the Secours Catholique’s statistical report on “Poverty conditions in 2018” part of which was dedicated to social welfare. More broadly, these results were used to draw up practical proposals, based on reality, to redesign the welfare system. These will be laid before the authorities.
